Description of Position: Join our team as a premier legal expert at Redstone Arsenal, Huntsville, AL providing critical legal counsel in direct support of United States Space Command. This senior-level position serves as a key legal advisor, responsible for navigating and resolving highly complex legal challenges across ethics, fiscal, and administrative law. As an authority in your functional area, you will be responsible for fulfilling significant program objectives and developing innovative solutions with broad-ranging impact. Your guidance will be authoritative, directly influencing major command programs and the well-being of a substantial number of personnel. This role is ideal for a seasoned legal professional ready to apply their expertise to novel issues in the dynamic and evolving warfighting domain of space.

Position Responsibilities:

• Act as the Command's primary Ethics Advisor. Provide authoritative counsel to senior leadership on the Joint Ethics Regulation (JER), manage the financial disclosure program (OGE 278/450), and develop and execute the command's ethics training program.
• Serve as the principal fiscal law advisor, rendering definitive legal opinions on the lawful use of appropriated funds. Provide expert guidance on complex fiscal issues, including the Anti-Deficiency Act, support agreements, and funding for novel programs in the evolving space domain.
• Deliver comprehensive legal advice on a wide range of administrative law matters, with a focus on information law. Serve as the subject matter expert for the Freedom of Information Act (FOIA) and the Privacy Act, and the protection of Personally Identifiable Information (PII), ensuring all command actions and responses are legally sufficient.
• Represent the command in high-level meetings and negotiations with the Department of War, other federal agencies, and external partners. Persuasively advocate for command legal positions and provide authoritative counsel on mission-critical legal issues.

Desired Skills/Expertise:

• Expert knowledge of Government Ethics, including the Joint Ethics Regulation (JER), and extensive experience advising on complex ethics issues and managing financial disclosure programs (OGE Forms 278 and 450).
• Mastery of federal Fiscal and Appropriations Law, with demonstrated experience providing legal opinions on purpose, time, and amount, the Anti-Deficiency Act, and the proper use of appropriated funds.
• In-depth understanding of Administrative Law, particularly information law including the Freedom of Information Act (FOIA), the Privacy Act, and federal records management.
• Superior legal analysis, research, and problem-solving skills, with the ability to develop innovative solutions for novel and complex legal issues without direct precedent.
• Exceptional communication and interpersonal skills, with the ability to provide clear, authoritative legal advice to senior military and civilian leaders and to effectively represent the command in high-level negotiations.
• Proven ability to work independently with only general guidance, demonstrating sound judgment and integrity while managing a complex and high-stakes portfolio.

Qualification Requirements: **Refer to OPM Qualification Standards for information on required position series/education requirements at:

• Experience at the next lower broadband/grade level (or equivalent) in serving as an ethics counselor in the Executive Branch.
• Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory of the U.S., the District of Columbia, or the Commonwealth of Puerto Rico. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force.

Conditions of Employment :

• Must be a U.S. Citizen.
• Must be able to obtain and maintain a Top Secret/Sensitive Compartmented Information (TS/SCI) Security Clearance.
• Position requires drug testing.
• Required to file an annual Confidential (OGE 450) Financial Disclosure Report.
• This is an acquisition-coded position; required to meet requirements for acquisition certification within the specified timeframe.
• Occasional travel away from regular duty location may be required.
• May be required to work irregular duty hours including evenings, weekends, and/or holidays.
• Required to disclose any pending ethics or other judicial or miscellaneous allegations under review, including any adverse findings by a state bar or disciplinary committee and must consent to provide a letter from each state where admitted in order to demonstrate good standing.

**Value of Position (VOP): If your current basic salary is within the band, but above the stated VOP, your basic salary will not be reduced if you are selected for the position.
